HSSE manager with chemical background

Our client is an Oil & Gas exploration and production company.

They are currently recruiting for the position of HSSE Manager, based in Suriname. Preferably a HSSE manager with a chemical background and a minimum of 10+ years of expertise in process safety in oil refineries.

The client in Suriname is seeking a HSSE Manager to support their Downstream HSE department (total10-15 employees). The candidate should have solid knowledge of Process safety, HSSE management,industrial hygiene, and occupational health and security policies and best practices. Ideally thecandidate has a chemical background with a minimum of 10 years of experience in HSSE management in the petrochemical industry.

The candidate will be part of the Downstream HSSE Department and report to the Refinery Asset Manager. Part of the job will be the day to day supervision of 2 HSSE Administrators and additional staff, including HSE – engineers and technicians. Since Staatsolie has the policy to strengthen local content, the candidate should have a natural willingness to transfer his knowledge to the clients personnel. Candidates will preferably have a Surinamese origin.

The position will be contracted for a period of 1 years with the option to continue in a permanent
staffing position. The position requires onsite presence.

Primary Purpose of Job

Prime responsibility from the HSSE manager is to provide HSSE services to the clients Downstream Department, Refinery, and Distribution Facilities in order to guarantee safe Operations. Furthermore he or she will provide occupational and process safety services for all plant change and facility upgrade proposals and to ensure downstream services are operated safely and optimally. Provide technical HSSE inputs and support for all the approved project proposals from conceptual stage, feasibility, FEED, detail engineering, pre-commissioning, commissioning, startup, to handover and subsequent operation. Participates in and initiates risk analysis (HAZOP/HAZIP) of all the new projects in the Downstream Department.

Responsibilities as HSSE manager

Supervise the HSSE team to provide HSSE services to the Downstream Department.
Participate in Design Reviews and risk analysis sessions (HAZOPs/HAZIPs/…), etc.
Analyze safety data for incidents, near misses, concerns, work permit checks and recommendations from personnel.
Lead / Facilitate / Participate in incident investigations.
Review MOC’s for all HSSE aspects.
Develop HSE training modules and participate in Contractor HSSE meetings.
Implement / Manage EHS managementsystem.
Initiate and participate in audits with external parties (government, Staatsolie
Corporate) as well as with internal auditors.
Manage Hazard Materials Management System (Material Safety Data Sheets, …)

Skills & Experience

Degree in Chemical Engineering or Mechanical Engineering with a specialization in
process engineering
Extensive experience in downstream oil & gas HSSE management.
Proven and eExtensive experience in implementing Process Safety Management
systems and elements in a Refinery, certification (CCPS or other recognized body) is a
pre.
Certified RCA facilitator (train the trainer certificate is a pre)
Good communicator and good inter-personal/leadership skills. Candidate will be
submitted to an assessment by Staatsolie before assignment.
Proven experience in managing teams and third part contractor/licensor.
Acting as a champion to break new grounds and self-motivated.
Fluent in English; Written and Spoken.
